Vision: Does the artwork present or reflect a point of view, theme or idea?
Well... not that much. It's just a picture of Italy and Japan, it's nothing really special. The picture is still cute, which I'm sure you were trying to do, so I gave it two stars.
I'm very awkward with writing critique on vision, so this was just a waste of space. I sorry. <img src="e.deviantart.net/emoticons/s/s…" width="21" height="19" alt=":saddummy:" title="Sad dummy"/>

Originality: Is the artwork fresh or new in its style, execution or approach? Is it something you haven’t seen before in its particular genre? Does it surprise you?
Like I said before, this isn't really original. I'm sure there were some things you could have done, for example... Italy hugging Japan? I know that's not original either, but it's a little better. Or maybe the other way around, Japan hugging Italy, unlike what we're used to? <img src="e.deviantart.net/emoticons/l/l…" width="19" height="19" alt=":la:" title="La la la la"/>

Technique: Was the artwork skillfully created? Does the artist exhibit advanced knowledge of the medium and/or bring special focus to the craft of the medium used.
There's a few things here you might want to work on.
Japan's left arm looks a little too skinny. Italy's eyes, and eyebrows, seem to be overlapping his hair. WHAT IS THIS? <img src="e.deviantart.net/emoticons/n/n…" width="15" height="15" alt=":noes:" title="Noes!"/>
Italy's curl should be just slightly longer. It should also be a little closer to the middle of his head.
But I do love how you drew their hair; it looks detailed, but it's not just a bunch of random scribbles. Some people find the need to have a spaz attack when drawing anime hair..

Impact: Does the artwork resonate with you or evoke strong emotions? Does it make you think? Does it blow your mind?
Why yes, it does evoke strong emotions. I don't know what this emotion is called, but it reminds me of kittens puking rainbows.
I'm assuming that you meant for this picture to be cute. And you did it really well! I don't even like this pairing, but you managed to make me feel that rainbow-puking-kitten emotion.
