Well... not that much. It's just a picture of Italy and Japan, it's nothing really special. The picture is still cute, which I'm sure you were trying to do, so I gave it two stars.

Like I said before, this isn't really original. I'm sure there were some things you could have done, for example... Italy hugging Japan? I know that's not original either, but it's a little better. There's a few things here you might want to work on.
Japan's left arm looks a little too skinny. Italy's eyes, and eyebrows, seem to be overlapping his hair. WHAT IS THIS? <img src="e.deviantart.net/emoticons/n/n…" width="15" height="15" alt="
" title="Noes!"/> Italy's curl should be just slightly longer. It should also be a little closer to the middle of his head.
But I do love how you drew their hair; it looks detailed, but it's not just a bunch of random scribbles. Some people find the need to have a spaz attack when drawing anime hair..

Why yes, it does evoke strong emotions. I don't know what this emotion is called, but it reminds me of kittens puking rainbows.
